"Willam Houseman Higgin Q C, late of Springfield Hall and now of Cloverley House, Timperley, Cheshire was born on the 20th February 1820 at Acrelands, Skerton, his father being the late John Higgin Esquire. Mr Higgin was called to the bar on January 28th 1848, became Queen's Council for the County Palatine of Lancashire in December 1867, made one of Her Majesty's Council 1868, having become a Bencher of the Middle Temple on 28th May 1868. On 23rd August 1869, he accepted the chairmaship of the Quarter Sessions for the Hundreds of Salford. On February 16th 1876, he became Deputy Lieutenant of the County of Lancaster" from Time Honoured Lancaster
