James Sellers-Kay (1867-1933), member of the prominent local Kay family, and from his mother's side the Sellers family who had been mill owners, was a solicitor, Conservative local councillor and member of various committees including Education.

Miss Louisa Burley b 1885 , a dressmaker won prizes as a student at the Technical Institute for millinery. and was an amateur Soprano. She was one of the 3 secretaries of the students' committee who organised the students' "At Home" concert held at the Mechanics Institute in January 1913. Another such concert took place in January 1914, therefore after Sellers-Kay became Mayor. It is possible therefore that this is the occasion being commemorated in this photo and the location may be Burnley Mechanics?
