This photograph shows the ceremonial opening of the reservoir's valve by Alderman Keighley. The valve governed the flow of water from the reservoir to the filter house. Alderman Keighley was the Chairman of the Water Committee. Also present were Alderman Emmott, Mayor J.W. Clegg, D. Irving M.P., Mr Diggle (chief engineer), Mr A.H. Pickles (chairman of Burnley Rural District Council) as well as other members and ex-members of the council.
