This is a photograph of the laying of the foundation stone for the fire station, police station and law courts on Manchester Road. The stone was laid by Sir Herbert Samuel, the Home Secretary and M. P. for Darwen, who is pictured to the right of the stone. Pictured on the stage are Mayor Counsellor R. I. Constantine, Mr. T. G. Nelson, the Mayor's Attendant and Town Hall Keeper, Alderman Waddington, Alderman Higham and Mr C. H. Warhurst, the Town Clerk. Mr. Herbert Cunliffe, a partner in the main contractors for the work, is pictured in a bowler hat behind the potted plant at the right of the stage.
