This is the council chamber at Morecambe Town Hall, where full council meetings are still held- the chamber in Lancaster Town Hall not being large enough after the 1974 changes. The "queen" in question is presumably part of the celebrations for the silver jubilee of King George V in 1935, and nothing to do with a hopeful replacement for Mrs Simpson.
