Ref. Mr. A. J. Taylor's "The Story of the parish of St. Stephen's, Burnley" and the church's website. The spread of the cotton industry created the workers' community of Burnley Wood. In 1865 a mission from St. Paul's was established and first a Sunday School, then a day school was founded. The Rector of Burnley, Canon Townley Parker gave a plot of land for a school, other benefactors included Gen. Scarlett. A new school opened 1870 on Tarleton St. which was also licensed for preaching. A Church was also to follow. The new parish of St. Stephen's was consecrated in 1879, the architect was James Green of Portsmouth. In 1903 a new school was opened by Bishop of Burnley Edwyn Hoskyns. The primary school is now located on Woodgrove Rd.
