The ceremony took place when the highest point in the development was reached.
Built to replace the dated Victorian town centre, by the 1990s the centre had become known as the 'eye-sore' that was responsible for the death of the town's shopping trade.
It was sold at this time and renovations were made but the main stores, including the Co-op, had already left the town.
