Mayor, Councillor Watson, receiving deeds from Mr T Ridehalgh, vice chairman of Burnley Rural District Council at Huncoat Council School. To the right of the mayor, next to Alderman T E Higham, are Mr Harold Peel, Chairman, and Mr E Thorp, clerk to Huncoat Parish Council. Mr F Whittaker, Huncoat's first town councillor, and other members of the Huncoat Parish Council, are grouped around the town clerk W H Warhurst. The lady could possibly be Mrs Mason, benefactor to Huncoat Council School. Her brother died in WW1, and, in his memory gave small Easter eggs, and poppies no Remembrance day to the school pupils.
