James Beattie was the 2nd Chief constable of Accrington for nearly 20 years from Dec 1883 until his resignation in Oct 1903. Mr Beattie was a Scot born in January 1853 and brought up on a farm in Aberdeen. In 1872 he obtained employment on the North British Railway. Three years later in 1875 he found his vocation in the police, his aptitude for work was soon seen. Joining the Lancashire force he was first stationed at Burnley, which included Accrington. In 1883, just 8 years after joining he became Chief upon the death of Mr Walker. He died on March 7th 1908
