John Mills came from Rochdale and occupied various positions with Chorley Borough until being appointed Town Clerk on 9th March 1893. He provided years of distinguished service in a period that saw great change in Chorley, from better sewerage provision to the development of recreation grounds and the acquisition of Astley Hall. He died aged 74 in 1927.
