We have assumed that this image was taken at the unveiling ceremony.

The memorial was designed by TH Mawson and Sons and unveiled by General Sir Richard HK Butler on 7 November 1926. According to the War Memorials Archive website (19 Nov 2014), film footage of the memorial (presumably the unveiling) is held by the North West Film Archive.
