The period when this picture was painted, signified a watershed in Burnley's history. Since the beginnings of the industrial revolution in the 18th century, there had been rapid developments in the town, with large mills and the houses for their workers being tightly constructed in the centre. However, with a lack of planning and foresight, the living conditions in the town had become squalid and poor. From 1850 onwards, many bodies, including religious groups and the local authorities, set about creating regulations and amenities that improved the nature and layout of the town for the benefit of all its residents.
