Details recorded on the card state, 'Built by W. Melland owner of Elm Street Mill so that his employees could have somewhere suitable to wash their own clothes. Mr. Melland had eventually to close it down because the employees abused the system - they brought in their own, their neighbours and their friends washing as well. Mr. Melland lived and died in Manchester. he had one or two properties in Burnley but he never lived at them. He was a benefactor and he supported financially Burnley Lads Club and Ardwick Lads Club.'
