Thomas Turner Wilkinson was born 17th March 1815. He was a self taught scholar and responsible for many publications related to mathematics, antiquities and local Lancashire folklore. He died 6th February 1875.

In 1847 T T Turner was elected as an Improvement Commissioners, who then had the government
of Burnley under an Improvement Act. Soon after his election he was put on the Finance Committee, and, in a short time, made chairman and was chosen Alderman by his fellow town councillors. I was re-elected in 1862, and in 1868, and remained Chairman of the Finance Committee.
