The column in the centre of the photograph is the local version of an initiative to boost textile production in Lancashire in the post war period. There was a severe labour shortage and many looms were idle. This was partnered by an increase in demand for textiles. Twenty two thousand foreign workers, mainly displaced from Eastern Europe, were employed, but this was supplemented by schemes to encourage housewives and retired weavers to work evening shifts. The scheme ran for 12 weeks, with targets for the number of extra workers and increased production.
