In 1886 Nelson Local Board purchased 20 acres of land from Mr Every-Clayton for recreation grounds. Part of this (8 acres) became Victoria Park, bordering Pendle Water adjacent to Carr Road. Ten years later further land was purchased form Mr Every-Clayton to extend the park to the western bank of Pendle Water.
