Charles was born in 1803, the son of Peregrine and Charlotte Towneley. In 1836 he married Lady Caroline Molyneux the daughter of William Molyneux, the 2nd Earl of Sefton. He was elected as a fellow of the Royal Society of London in 1842, but his career lay in politics and after holding the Lordship of Bowland from 1846 to 1876, he was elected as the MP for Sligo Borough (now in the Republic of Ireland) in 1848 and 1852, he was, however, unseated on petition both times.
In his home town, Charles is most famous for his horse, Kettledrum, which won the 1861 Epsom Derby, as a local pub was named after it. With the winnings from his horse he funded the building of St. Hubert's Catholic Church in Dunsop Bridge. In 1863 Charles was promoted from Lt. Colonel to Honorary Colonel in the 5th Royal Lancashire Militia. Charles died in 1876.
