General notes
The first town hall was situated on Elizabeth Street in the old Public Hall. The new one was constructed following an architectural competition in 1884 as the Elizabeth Street accomodation was too small. It was won by Holtom & Fox of Dewsbury and cost £50,000 to build. Opened in 1888, at one point it also housed the police and magistrates court and a public baths.
The mechanics institute can be seen on the right of the image and was constructed in 1851 and extended in 1887 and 1888. In 1890 it included classrooms and a library teaching science, art and commerce. It closed in 1959 and was bought by Burnley Borough Council in 1960 as an entertainment centre. It closed again in 1979 and was completely refurbished and opened again by the Queen in 1986.
