William Coultate was born in Clitheroe in 1813. He was educated at both the Burnley and Clitheroe Grammar Schools, before continuing his education in Dublin. Here he became a graduate of the Royal College of Surgeons.

After returning to Burnley, Dr. Coultate became heavily involved in the creation of the Mechanics Institute, becoming its 40th member in 1836. When the first Improvement Act was obtained in 1847, Dr. Coultate became one of the sixty people elected by Burnley rate payers as a commissioner. He took this role very seriously and constantly pushed for reforms in the borough. This included the obtaining of Burnley's charter of incorporation in 1861, which William, along with other local officials, fought hard to obtain. This led to him becoming one of Burnley's first Aldermen, a position he maintained until his death in 1882. So highly thought of was Dr Coultate, that he was also made a county magistrate in 1869.
